In Jordan, the CCD has worked with the Independent Elections Commission, the Constitutional Court of Jordan, and the Women’s Center at the University of Jordan.
The CCD was the first non-Jordanian organization to sign a memorandum of understanding with the Independent Elections Commission. While working with the IEC, CCD members delivered a number of research projects on electoral systems, such as a comparative report on global candidate age requirements, and a primer on electronic voting systems. We also worked with the IEC to create a comparative database of electoral law in the MENA region, complete with the applicable legislation from each country.
The CCD has also signed a memorandum of understanding with the Constitutional Court of Jordan. Pursuant to this agreement, the CCD has run a series of workshops for members of the Court in Amman over several years, on issues such as citizen access to constitutional courts, theories of constitutional interpretation, and independent budgetary control by courts. In the past two years, this program with the Court has widened to include judges from other constitutional courts in the MENA region. After holding a seminar for judges from six different countries in the region in 2022, the Center – in partnership with the IU Center for Study of the Middle East – organized the first ever program for women judges on the high courts of the MENA region. That conference, with four judges from three countries, was held in Bloomington in September of 2023. The second annual conference for women high court judges, with six judges from 4 countries, will be held at IU on September 9-10, 2024. Our goal is to make this an annual event, providing an opportunity for these women judges to network with each other and to benefit from comparative studies of constitutional courts presented by experts.
