In South Sudan the CCD advised the Ministry of Parliamentary Affairs during the Transitional Constitution drafting process. We also supported the government of South Sudan during the permanent constitution drafting process. We did this by working with the Ministry of Parliamentary Affairs to monitor the drafting process and produce reports that captured the proceedings.
In 2013, at the request of the Ministry of Parliamentary Affairs, we wrote and delivered a white paper covering various aspects of governance after the transitional period. CCD personnel worked with the Directorate of Parliamentary Affairs to help convene and report on the June 2011 Speakers’ Forum, which brought together members of state legislatures and the Ministry of Parliamentary Affairs at state level to discuss governance during the transitional period.
Finally, the CCD worked with CSO leaders and women’s groups on a variety issues. Most particularly, in 2014 we delivered to CSO leaders a memo on ceasefires and constitutional reform processes. This memo contained an explanation of the constitutional roots of the conflict, guidelines for the creation of an interim government, guidelines for resource management in the interim period, and guidelines for a constitutional reform process during the interim period. We also met with and advised women’s organizations how to advocate for constitutional provisions to promote gender equity.
