The CCD is working with  partners in Ukraine who are planning for a post -war transition to truly democratic government. As an early step in the planning, David Williams wrote a manifesto expressing the need for constitutional reform and the danger of despotism after the war. He travelled to Ukraine in June 2023 for a signing ceremony for the manifesto by Ukrainian thought leaders. He is also serving on a task force to consider issues in the re-integration of occupied territories; in February 2024, he travelled to Ukraine to participate in the inaugural conference for this task force. David is also serving on an advisory group developing an innovative program to evaluate constitutional court nominees. As part of our growing connection to Ukraine, we have also welcomed SvitlanaKhyliuk, the dean of the law faculty at Ukrainian Catholic University, to Bloomington in May of 2024. She made several presentations and met with us to plan future collaborative work.
